Education Technology Strategic Assessment (ETSA)

VPLS Solutions Architects have developed the Education Technology Strategic Assessment (ETSA) over the past 20 years to aid schools in planning and executing some of the largest One-to-One computing and BYOD implementations in California. They have provided the strategic planning for over $500,000,000 in technology modernization programs including 10Gbps Backbone networking, WIFI saturation, VoIP, and 21st Century Classrooms.

Education Technology Initiatives

Many schools have “1-to-1” and “BYOD” initiatives, but are they really more than just pipe dreams? To be a real initiative, the school must have a defined Scope, Scale, Budget, and Resources to implement the
initiative. These details make up the difference between “we’d like to do this” and “we are doing this.”

The initiatives are identified in an Education Technology Strategic Plan. The initiatives are implemented using Project Planning and Project Management methodologies. If you aren’t using these methodologies, your projects might be incomplete, delayed, or overbudgeted.

Education Technology Standards

Education Technology standards are a commitment by the district and its leaders to a specific technology platform. A commitment that must be approved by the Board of Education, and that allows the district to procure large-scale contracts of equipment and services based on these standards.

Without these standards, there is no way to control Education Technology “projects” and expenditures. This does not mean that a school can’t procure without them, only that platform or manufacturer specific standards cannot be defended in a competitive bid format without Board Approved standards.

Project Management Office

A Project Management Office may be sourced out of the IT or Maintenance & Operations departments, but for Large-Scale Education Technology projects, such as Core LAN Upgrades, WIFI Saturation and VoIP deployments, a designated Project Manager is required for project success.

Whether a consultant or designated staff member, the Project Manager must have the training, time and resources to deliver a project successfully. It is not reasonable to designate an operational support engineer as a Project Manager for a major project and expect them to perform both jobs effectively without relieving them of their day-to-day responsibilities.

Information Technology Organization

IT Organization Resource Staffing Plans allow both workers and managers to plan and evaluate their IT environment and the expertise and skills required to support it. Job Descriptions provide workers and managers a clear description of each individual’s expertise, responsibilities and also possible career paths. Scopes of Work provide detailed tasks and activities a worker should be using to guide his operational priorities.

Call tracking and problem management tools are utilized to their fullest extent, first to address tracking problems and their resolutions, then by analyzing the nature of problems (problem distribution), in addition to analyzing the effectiveness of the support team over time.
